About the district

The main business and industrial-commercial district of Bat Yam, covering approximately 826 dunams. Located in the southern/central part of the city: bounded on the north by Yoseftal Street, on the south by Kumemiyot Street, on the east by Nisenboyum Street and the Southern Cemetery, on the west by ORT Israel Street. Historically — an "ezor ta-asiya" (industrial zone) with low hangars, asbestos roofs, workshops and warehouses. About 15 years ago, the municipality began rebranding the district as "Rovak Ashakim" (literally "Business Quarter"). In the 2010s–2020s, the district was adopted as one of the main urban renewal projects of Gush Dan. In 2023, a master plan for the development of a mixed business district was approved: approximately 2.5 million m² of commerce and offices, ~9,200 residential units. The first two towers were approved — a 42-story residential tower and a 39-story office tower. The future final station of the M3 metro line — "Neviim/Kumemiyot" — will be the closest to the sea station of the entire Gush Dan metro network.

History

The Bat Yam industrial zone was formed in the 1960s: car service centers, warehouses, workshops, wholesale stores, automobile showrooms. Most buildings are low one- to two-story structures with asbestos roofs, typical of industrial construction of that era. From the 2010s, the municipality launched a rebranding program into "Rovak Ashakim" ("Business Quarter"). The goal is to replace the industrial zone with a modern business cluster featuring offices, retail, hotels, and residential units. In 2023, the district committee approved a master development plan. Two towers have already been approved — a 42-story residential tower and a 39-story office tower. Implementation will take approximately 10-15 years.
